The Finnish Supervisory Agency (LVV) has issued an official statement confirming that recycled aggregate produced from surplus concrete by Grindzero Oy does not meet the legal definition of waste under Finnish waste legislation (6 July 2026, LVV-U/42694/2026). This decision represents an important milestone for Grindzero and our customers. It confirms that the controlled reuse of surplus concrete does not require treatment under waste legislation, provided that the process follows Grindzero's documented operating procedures and instructions.

Simplified Administration No permits or reporting under waste legislation are required for material handling when the process complies with Grindzero's operating instructions.

Quality Assurance The authority's assessment is based on comprehensive environmental suitability and leaching studies, together with a risk assessment matrix indicating no environmental or health risks.

Clear Responsibilities and Certification The origin of the material (certified ready-mix concrete), the composition of additives and the intended applications are documented in accordance with the relevant RT technical documentation and EN 206 standard.

Verified Circular Economy Benefits Projects can report the calculated circular economy benefits of using a material that has been assessed by the authorities and is not classified as waste.

It also demonstrates to existing and prospective customers that the Grindzero operating model has a solid foundation and can be confidently implemented across construction projects. The decision also supports our discussions with concrete manufacturers concerning the further use of recycled aggregate as a raw material in new ready-mix concrete production.
